Rebalancing:
Marquette Associates recommends clients do not modify their portfolio
allocation in response to short-term economic conditions. The firm
believes that asset allocation should be long-term in nature and
should transcend near-term fluctuations. One clear exception to this
is rebalancing to policy targets. Marquette consultants review our
clients’ compliance with their policy targets at least once a quarter
and rebalance back to their targets whenever these allocations fall
outside the rebalancing ranges specified in the Statement of
Investment Policy. Marquette Associates has a commitment to review
long-term policy targets at least annually, or if there is a
fundamental change within the client’s financial status or the capital
markets. Marquette consultants are proactive in this review and
with recommendations. Our process focuses on the following:

Setting targets and acceptable ranges for each asset class in the
Investment Policy

Integrating those targets and ranges in the quarterly reports
provided to clients

Proactively recommending rebalancing when allocations fall outside
acceptable ranges, including specific dollar amounts

Making specific recommendations concerning the nature and timing of
the rebalancing

Assisting our clients in coordinating and overseeing the rebalancing
process to ensure accurate and timely completion
